Calls in this cluster ask for emissions reduction, energy saved or capacity added, with the method behind the number. Applications that describe an ambition rather than a calculation score badly however good the technology is. Consortium composition is the second gate: these are rarely winnable alone, and partner selection often decides the outcome before submission.
